Steps/day confusing info out there

Looking for someone that can explain the varying data out there (ignoring the 10k number that has been the core of the information for the past few decades) of what should be our goals for steps/cadence (mph). I am 55, female, and have to be careful with my joints as both ACLs were replaced, and I have sprained/torn ligaments in both ankles (all on different dates. Yep, I seem to be a klutz.)
If the number is lower for someone my age, I would love to know.
I have at least 25 pounds to lose to get out of the obese category...and I don't want to stress my joints or body doing that....slow and steady is best, but I don't want to be ineffective either.

And I would like something to back up your number...not just a simple 6500 steps per day, for example.
